EDITORIAL
Another milestone for the Inter-Society is approaching: the Fourth
International Symposium on Electronic Art. The Final Program is
impressive, and once again proves that the ISEA symposia are unique in the
world. If you have any chance of being in Minneapolis during the first week
ofNovember: get there! The Final Program is included in this newsletter.
Since ISEA is an umbrella organization, we seek to recognize all the
organizations and institutes that are active in the field of electronic art.
So if you wish to introduce your group to the readers of the ISEA Newsletter,
send us a contribution of about 250 words. However, note that our regular
members come first. So why not make your group a Regular Member, when sending
the text?

STELARC USA/CANADA TOUR
ISEA is investigating the possibility of organizing a USA/CANADA tour by
Australian performance artist Stelarc in 1995. Stelarc is probably the most
exiting performance artist in our electronic culture. The tour consists of
both 'events' (performances) and, when desired, lectures. In order to assess
the feasability of such a tour, we invite interested event organizers,
universities, art schools, theaters, festivals, etc. to contact ISEA asap.
Of course, contacting us implies no obligation whatsoever.
Interested parties will receive more information. Tips on potentially
interested third parties are appreciated.
Artist Statement
Stelarc is an Australian performance artist who uses prosthetics, robotics
and virtual reality systems to create interactive multi-media events that
interface human, machine and computer. Using bio-sensors, ultrasound
transducers and photoelectric sensors, he acoustically amplifies brain waves,
heartbeat, bloodflow, muscle signals and limb motion.
His Third Hand is a robotic mechanism attached to his right arm (...).
Recent projects include a Virtual Arm - a computer generated human-like
manipulator actuated by a pair of data gloves. With a gesture recognition
command language, it can be given extended functions (...).
Wim van der Plas in the ISEA Newsletter:
"The Stelarc events are a unique combination of sensational spectacle and
subtle, almost fragile high art. It is the balance between the overwhelming
sounds, lights, images, generated by the body on the one hand and the
introvert choreography of Stelarc on the other that makes his performance so
interesting. No artist alive is closer to the essence of the state that human
evolution has reached, and knows how to express it."

ISEA94 THE 5TH INTERNATIONAL SYMPOSIUM ON ELECTRONIC ART
August 23 - 28 1994, Helsinki, Finland.
The 5th International Symposium on Electronic Art will take place in
Helsinki, Finland in 1994, August 23rd through 28th. ISEA'94 Helsinki will be
a lively forum for scholars, artists, critics, scientists and educators, all
those who share a professional interest in the electronic media. In addition
to approximately 200 international participators, the organizers expect a
total attendance of 10.000 visitors.
FOCUS
In addition to more general topics related to the electronic arts, the
organizers of ISEA94 encourage discussion on four themes:
-Spacescapes.
Configurations of Space and Landscape in the Electronic Arts.
The electronic arts create new sets of spatial concepts and experiences.
ISEA94 assesses the aesthetic and social implications of this paradigm
shift. The topics addressed may include: Spatial Aesthetics: topographies
of art and experience; Merge - Immerse: the merging of human and
electronic space and of inner and outer space; Programmed Spaces: the
natural, cultural and social environments of the electronic era; Caught in
a Net?: the hopes and fears of future network technology; etc.
-High & Low.
Cultural Histories of Technology.
ISEA94 aims at a critical investigation of 'high' an'low', a pair of
opposing terms used to designate both technology and culture. The topics
addressed may include: High Tech vs. Low Tech, High Culture vs. Low
Culture: a role for a technological cottage industry? The cultural history
of the individual's response to media: high tech meets low human?
Spectacular Technologies: historical perspectives on spectacle apparatus;
etc.
-The Next Generation
Questions on the Future of Electronic Art.
ISEA94 looks to the future of electronic media and its young users by
focussing on questions of psychology, learning and ethics. The organizers
encourage discussion on the following themes: Virtual Literacy: what are
the narrative structures and patterns of reading brought about by
multimedia and computers ? From Desktop to the Workroom: views of future
interfaces; Interactivity or Interpassivity?: will interactivity pave the
way to a technological paradise? What about the role of gender in
interactive systems?; Game Aesthetics: Will computer games really advance
learning? What about ethics in a world based on illusions? etc.
-Electronic Arts In Universities.
The Pedagogical Challenges of Electronic Media.
The University of Art and Design UIAH will host an international meeting
of teachers and students at the ISEA94 Symposium. The Electronic Arts at
the Universities Session enhances the interchange of ideas between
different universities and aims at a comparison of pedagogical ideologies
and practices in electronic art education.
SOUND & MUSIC
ISEA94 wishes to lay stress on the importance of electronic sonic arts,
from computer music to sound environments, from techno to radiophonics.
The organizers encourage a wide participation of artists and specialists
in this area.

CYBERCULTURE HOUSTON 93
December 10 - 12 1993, Houston, Texas, USA.
CyberCulture Houston 93 will be the first annual exploration of computer art
and of the social issues emerging in cyberspace. We hope to prove to the
general public that creative behavior in the computer age is not limited to
getting the best deal on the latest desk-top or avoiding Carpal-Tunnel
Syndrome. At the same time, we hope to help this new medium gain greater
acceptance and exposure in Houston's art community and the community at
large.
Categories of works shown will include:
1. Graphic stills projected from slides and in hard-format. The
latter format is prefered, as we have a limited number of slide
projectors. This category includes not only "traditional" art, but
also creative ray-tracing and fractal generation.
2. Computer Animation in VHS format. Preferably more artistic than commer-
cial.
3. Tangible works made with or from computer bodies and/or electronic
components.
4. Performance art dealing with human-computer interface.
5. Electronic Zines under 30-40K shown in hard-copy .
Also featured will be lectures and discussions on present and possible future
issues related to this technology.
Events will take place December 10th through 12th and the entries will be
shown in the gallery for the next two weeks at Commerce Street Artist's
Warehouse, 2315 Commerce, Houston Texas, USA.

ART IN THE ELECTRONIC AGE
Frank Popper - Thames and Hudson - 1993
The book of Frank Popper has just been published, simultaneously in English
by Thames and Hudson and in French by Hazan under the title "Art a l'Age
Electronique". Including a rich iconography this book is important for at
least 2 reasons:
- Examining the links and ruptures with the art of the beginning and
middle of the 20th Century (Futurism, Constructivism, Conceptual Art,
Cinetic Art, ...) it replaces electronic arts in the history of contem-
poray art.
- Overwiewing a rich panorama of the artistic creation in these fields, it
shows the diversity of these artworks and that the question of the
"Death of Contemporay Art" is in any case not an accurate one.
Through 7 chapters :
The Origins of Electronic Art/Laser Art and Holography/Video Art/Computer
Art/Communication and Networking Art/Art, Nature and Science.
The Social and Aesthetical issues of art in the electronic age, it
constitutes a working tool and a didactic basis for all students in art

FISEA FAX OPEN, ATTENTION: FAX ARTISTS
The exquisite fax announces a fax art project in conjunction with the Fourth
International Symposium on Electronic Art (FISEA 93). The theme of the
project is The Fax Art Factor. Faxes received will be exhibited at FISEA 93
at the Minneapolis College of Art and Design in Minneapolis, Minnesota during
the symposium.
Theme: The Fax Art Factor.
This project encourages artists to send faxes which explore and expand on the
use of fax technology as an art form. The fax artwork may address this issue
directly or demonstrate the art factor by its existence as an art
object.
Supplementary text discussing the art factor of a visual fax may be sent but
will not be exhibited. However, a record of such faxes will be maintained and
made available to FISEA attendees at the site of the
exhibition.
Eligibility: The project is open to anyone.
Timeline:
Fax artworks will be accepted via fax at FISEA during the symposium from noon
CST November 3 to noon CST November 7, 1993. Please do not send faxes to
these numbers outside of the stated time boundaries.

The Inter-Society aims at joining a world-wide network of artists, scien-
tists and their institutes, making it easier for the institutes and
individual members to share expertise with each other. The aims of the
Inter-Society are to promote a structured approach to electronic art and
to help finance worthy electronic art projects. For membership information
