This is an international multidisciplinary event that aims to discover new voices and new directions in cinema. At the same time it explores the new directions visual language has taken by devoting a big part of its program to the presentation of new media based projects on art. Does peace mean a good nights sleep without hearing your mother being beaten up by your father ? Does peace mean a good sleep without the sound of constant shells exploding ? The commission is for a new multi media installation / video data projection / web project / sculptural work, etc. by an individual artist or collaborative group. The budget for the project makes available a production budget of £ 3000. The applicant should provide a proposed budget, including a full projected expenditure incorporating allocation to r+d, production costs, documentation, etc. The commissioned artist will also receive a fee of £ 6000. There will be additional budget held by HTBA for installation costs, marketing, accommodation and travel, education work and overheads. This artists commission is in partnership with Hull University Institute for Learning, Information Technology in the Community and Hull 700 is to be launched and selected in 1999, developed and produced for completion by June 2000. We intend the work to leave a legacy for years to come. HTBA is open to proposals such as: virtual networks, social research proposals, light and audio projections built into the fabric of the street furniture or surrounding architecture, video images projected into public walking spaces or onto buildings, publicly accessible computer terminals where the audience can respond and create their own art, physical installations using images created in locations across the city. The finished work will be located or viewable in some way around Time Base at 42 the High St. in the City's historic Heartlands area along the River Hull Corridor, Hull's key site for regeneration. Issues of ownership, authorship and censorship will be areas of debate surrounding the work as we are hoping for something which crosses boundaries between content and conduit. Criteria for Selection The applicant should demonstrate consideration to the aims and objectives outlined. The applicant should show an ability to work with the community or to work alongside a facilitator/educator. The criteria used for selection of an artist for the Project will cover: * desire to celebrate the millennium in some way * knowledge of Hull Time Based Arts * excellence in working creatively with new media and public art * a flexible, creative approach * experience in working on similar projects * ability to engage with a range of people within the community as well as professionals * a recognised reputation in working with new media or multimedia installations * collaborative approach Applicants should send written proposals to HTBA, including description of the artistic concept, technical details, proposed site information, development schedule, identifying potential audience, participatory elements, staffing, etc. Please include video and / or photographic documentation of previous work, CV, and url web addresses. In this context, a research strategy is currently being devoted to technology-based schemes, specifically designed to enhance social cohesion in local communities. A principal issue here is the nature of the interaction between a member of the community and some representation of that community's locus and history. It is the purpose of this international workshop to present current research on local communities, to assess the outcomes of such research and to identify issues for future investigation. Participation guidelines We invite participation from researchers from diverse fields such as computer science, engineering, art & design, social sciences, cognitive science, logic and ethnography, and we encourage work that emphasises convergence between these various fields to support individual interactions or community communications. Creativity and Technology Geography of the New Media Delimiting of a Liquid Art The MEDI@TERRA Festival is a festival for: -the study of the interaction between new-media and traditional arts -the creation of new procedures in the art and communication field -the support and promotion of independent new-media art production -the support of new-media artists working in the Mediterranean and Balkan countries -the effort to encourage energetic participation of the audience in new-media art procedures -the dialogue on the subject of cultural networks of the center and the periphery -the expansion of the idea of globalization through the development of local character -the provision of motives and opportunities for the initiation of international cultural activities and new cultural production. Competition fields: Video art Feature-length video art Computer animation Interactive Art (CD-ROM, DVD) Web art corresponding fields for schools and students (with competition fields for the above categories) Artistic Director: Robert Cahen Director: Manthos Santorineos with the aim and participation of CICV Pierre Schaeffer Montbeliard Belfort REGULATIONS Deadline for all entries: October 25, 1999. Signed and completed entry forms and works must be received no later than this date. Works submitted to the Festival must have been produced after 1-1-1997. Video art and computer animation works must be in BETA SP form (Pal system). For Web-art works the URL address is required For CD-ROM works the CD-ROM must be sent. Duration of feature-length video art category must be minimum 45 minutes. All works, including CD-ROM and Web-art works, must be in English or French or subtitled in one of these languages. Packages sent from non-member countries of the European Union must include the inscription: NO COMMERCIAL VALUE. The sender shall bear the cost of shipment. Those who wish to have their works returned must include international reply coupons worth the cost of shipment. The pre-selection committee consists of several important personalities from the art and technology field. The Festival will inform those who will be selected by the committee for the competition part. Insurance Participating works are not insured. The Festival will not accept responsibility for technical damage during shipment and while the Festival is conducted. Compensation will be provided regarding the material cost. Awards Awards will be presented in each category.
