UMELEC - ARTICLES
Umelec, bi-monthly on contemporary art published in Prague, Czech Republic, is
expanding next year and going bi-lingual, Czech/English. We are looking for
writers and contributors from Central and Eastern Europe to cover exhibitions,
profile artists and publish their essays on art and issues related. We are also
looking for contacts in Central and Eastern Europe for distribution of the
magazine in galleries and in symposiums, etc. The magazine will be also present
at the Art Basel 2000.
The magazine's content will include:
- artist's project: we provide two pages in each issue for artists to experiment
with the medium of a magazine, we welcome suggestions which artists to approach
-news: short announcements and reports on exhibitions, events, symposiums,
lectures taking place in the region
- interview: a chat with the movers and shakers in arts in Central and Eastern
Europe, be it artists, curators, dealers, government officials, art institution
managers; interview focuses on cultural policy and situation in the local art
scenes, markets (as opposed to profile below)
- profile: presenting an interesting artist from the region and his/her work,
ideas, concepts
- new faces: brief introduction of the youngest generation of artists in Central
and Eastern Europe and their work
- topic: each issue will present art in relation to other branches of society
(art and architecture, art and fashion, art and music, art from the perspective
of mathematics, art and advertising, etc.) or interesting cultural phenomena and
developments in the region
- media: articles on painting, photography, internet, video, film, installation,
graffitti, computer games, performance, etc.
- theory: essays
- reviews: short pieces on particular shows in the region over the past two
months

in English.

'ONE CULTURE?' THE THEMATICS OF ART, SCIENCE AND CHANGE IN THE TWENTY-FIRST
CENTURY.
A One Day-Conference on Saturday 27th may 2000 at the School of Arts and
Humanities of the University of North London on the relationship of Art and
Science and the Depiction of Science in Narrative and Cultural products.
CALL FOR PAPERS
Organised by The London Network for Modern Fiction Studies in conjunction with
the University of North London this one-day conference considers broadly issues
of Culture & Science, and Science and the Arts.
The often gendered division between art and science, romanticism and
utilitarianism, fact and fiction, the split typified between the two cultures of
F.R.Leavis and C.P.Snow has persisted for more than two centuries: now perhaps
with recent developments in chaos theory, complexity theory and neuroscience in
the last twenty to thirty years we find ourselves on the edge of a new
scientific revolution in which what counts as science and the rational is
shifting or about to change. Are we moving toward talking of one culture and
one life-world? Is a new critical sensibility emerging that will affect the
nature of study, research and exegetical structures?
The conference attempts to explore a variety of aspects concerned with these
themes and the general relationship of narrative, depiction and theory with
images and knowledge of science. Interdisciplinary, textual and theoretical
contributions are particularly welcome, but clearly the range of subject areas
relevant to the day would be plural. The following is suggestive rather than
inclusive: the so-called hard sciences, mathematics, social sciences, political
sciences, neurosciences, psychology, cultural studies, literary theory, textual
exegesis, film studies, philosophy, the philosophy of science etc..

This conference is part of a sequence that takes place during six days in
May/June 2000, a further part of an ongoing successful series of literary and
theoretical events organised by the London Network for Modern Fiction Studies.
The 'One Culture?' conference is situated near the heart of London at the
University of North London adjacent to underground links minutes from the
research facilities of the New British Library at Euston, and so offers an ideal
opportunity for the scholar to contribute to the critical and literary culture
of London while pursuing their own ongoing research.

The main practical goal of the project is to integrate Russian scientific,

The Subject
Total technologization has embraced all life spheres of contemporary society.
The very logic of technological development directed to progress and innovation
might seem to be pursuing and positively affecting culture and art that more and
more often address technology services. Nevertheless, their counteraction brings
to life many contradictions, due to principal difference in methodological
systems. Within the symposium, we're planning to sharpen attention on dual
aspect of the 'new technology' notion in the light of functioning of
contemporary culture and art in a new informational space.
New technology bears a positive aspect of what we call should the progress. This
notion includes political, economic, social and cultural factors. On the other
hand, we could witness that new technology development provokes the situation of
devaluation. In this case, technology becomes repressive, in respect to
traditional values of culture, society, economics and politics. As a result, an
active transformation of traditional culture into new representative forms
occurs, evoking both well founded and not grounded criticism.
On the whole, this position is based on the state that technological progress
does not affect essential and traditional interests of art and culture.
Thus, a dual evaluation of this problem contains both 'pro' and 'contra'
opinions. And theorists and practisers expressing different opinions (positive
and negative, pro@contra) on the problem will take part in discussions.
Structure of the Event:
Pro @ Contra Conference (Media Technology / Art / Media Thinking) is a theoretic
kernel of the event. "Machinomachia" - International Festival of Net Art on the
Internet. Open discussion, round table discussions, workshops on 'Contemporary
Culture and Art on the Internet' Accompanying art events (media performances,
exhibitions, presentation of art projects on Moscow exposition grounds, club
parties, video display on announced topics). Presentation of art projects on
'MachineMachy', on video, CD-ROM and DVD.

Problem of the new technology art research. Functional aspects of the role of
art activity exploring new technology opportunities, and using them to realize
strict creative goals.
2. Technological Progress and Technical Regress
Problem of appropriating new technological devices in art culture, and artist's
dependence on pragmatic market-oriented logic in development of information and
communication technologies. Status and method of a media-artist - researcher,
critic, activist, manipulator, programmer.
3. To New Axiology
Problem of quality value, and criteria of the latter in regards to contemporary
media art.
It's place in art history from the point of view of evolution of ideas, methods
and techniques. Media art in the cultural archive - the problem of museufication.
4. Informativeness of Communication
Content aspect of communication function of media art.
5. New Tactics and Strategies
Actual methods and forms of putting aims and creatively realizing them by
artists using the media.

Potential participants shall present topics of their reports and abstracts (500-
750 words), and their CVs, together with a release of interests within the event

The growth of the Internet is one of the greatest cultural phenomena of our
time, impacting almost all areas of life. It is crucial to build knowledge about
the Internet's socio-cultural dimensions. Despite great interest, knowledge-
building in Internet research is hindered by a lack of international,
centralized opportunities for scholars from different to interact. This
international conference, the first meeting of the Association of Internet
Researchers, will focus on the Internet as a distinct interdisciplinary field
for research. It will bring together prominent scholars, researchers, and
students from multiple disciplines for keynote addresses, paper presentations,
formal and informal .
The Association of Internet Researchers (A.(o).I.R.) invites submissions of
between 150 and 250 words on all topics that address any social, cultural,
political, economic, or aesthetic aspects of the internet. We submissions from
any discipline and encourage international and interdisciplinary work as well as
submissions from those producing new media or working in multimedia studies.
The deadline for submissions of paper/session proposals is 15 MARCH, 2000.

published over 17 books, including a recent trilogy on the information age which
begins with The Rise of the Network Society (1996). In 1995-1996, Castells was

Information Society and is a member of the European Academy.
Susan Herring
Associate Professor of Linguistics at the University of Texas at Arlington. Her
recent edited collections include Computer-Mediated : Linguistic, Social, and
Cross-Cultural Perspectives and Computer-Mediated Discourse Analysis.
Rob Kling
Professor of Information Systems and Information Science at Indiana

Value Conflicts and Social Choices, and editor-in-chief of the international
journal The Information Society.
Helen Nissenbaum
Research Associate and Lecturer at the University Center for Human Values at
Princeton University and founding editor of the international journal, Ethics
and Information Technology.
Barry Wellman
Professor of Sociology at the University of Toronto. His forthcoming collection
is titled Networks in the Global Village. He is also a principal founder of a
new journal, City and Community, whose first issue appears in 2000.
FORMAT OF PROPOSALS

Average time allotted for a panel will be 1 hour and 30 minutes, including
discussion time. Average time allotted for a paper or presentation will be 15
minutes. If these time constraints are not appropriate for your
panel/presentation please include that in your abstract. Please include any
equipment or special considerations that might affect your presentation.
Proposals can be of three types.
PAPERS
Proposals for papers :150-250 word abstract.
CREATIVE PRESENTATIONS/DEMONSTRATIONS
Creative presentations (surprise us!) and Internet-related project
demonstrations (including digital art) are encouraged. The format for these
proposals are the same as those for regular papers.
PANELS
Panels will generally include three to four papers or presentations. The session
organizer should submit a 150-250 word statement describing the session topic,
include abstracts of up to 100 words for each paper or presentation, and
indicate that each author is willing to participate in the session. Presenters
should plan on using around half of the panels' time for presentation, and the
rest of the time for discussion of the issues raised by these papers.
GRADUATE STUDENTS
Graduate students are highly encouraged to submit proposals. They should note
their student status with submission for consideration of a special Student
Award. The winner of the Student Award will have conference fees waived.

Call for Works Cyberslag Foundation/Open Electronic Festival
The Open Electronic Festival is an annual multiple-day event that focuses on
electronic music and media art. The festival is organised by the Cyberslag
Foundation (grounded in 1998), and takes place in the City of Groningen, The
Netherlands. Besides organising the festival the Foundation also organises
concerts and exhibitions throughout the year on several locations in
Groningen.
The main focus of the Cyberslag Foundation is presenting an overview of both
traditional and actual developments in the electronic arts. We are
internationally oriented and are interested in a wide variety of electronic
artforms.
This means the Foundation's philosopyh covers an area that (roughly) results in
a profound interest for the following genres:
- works for tape
- electro-acoustic music
- acousmatic music
- computer-generated music
- live electronic music
- techno and other dance-oriented music
- musique concrete
- soundscapes
- multimedia works
- improvised music with electronics
Featured festival artists are among other: Scanner, David Shea, Evan Parker/Joel
Ryan, Dutch Institute of Sonology, Michel Waisvisz (STEIM), Jon Rose, Miya

CALL FOR ENTRIES
4TH WERKLEITZ BIENNALE 2000: REAL[WORK]
The Werkleitz Biennale http://www.werkleitz.de/realwork/ (1996 Cluster Images,
1998 sub fiction) is a border crossing, international forum for media and art
with a special focus on new artistic ways of expression and techniques as well
as projects with research character.
The fourth Werkleitz Biennale "real[work]" will take place 5. - 9. July 2000 in
Tornitz, Werkleitz and Calbe/Saale, Germany. Invited curators will select works
in the fields of Visual Arts, Film/Video, Internet/Multimedia (Netart) and
Performance Art.
A printed work-book with CD-ROM will be issued for the event, in addition, the
Biennale website will document all works and discussions.

The change and the future of work are the most important social problems
worldwide. The 4. Werkleitz Biennale combines artistic perspectives which
reflect the associated fundamental restructuring of society under the thematic
line of real[work]. Contemporary art in this dramatic transformation process is
a platform for action to develop virtually trendsetting new fields of work and
models of production.
The concept of real[work] is decribed in

30.4.2000 and selected artists gets a compensation of DM 1000 for the
realisation of the work.
The artist transferes the non-exclusive right to exhibit the work permanently in
Kulturserver, in the context of the Biennale and for PR-work.
3. Additionally the selected artists agree to come to the Biennale. Travel and
accomodation is paid to come to Werkleitz for a exhibition of the work during
the festival (5. - 9. July 2000).

"Streaming Cinema" introduces Internet Artistry to Film Festival Audiences in a
Landmark Premiere Program.
The Philadelphia Festival of World Cinema (PFWC), in collaboration with The Bit
Screen, announces a call for entries for "Streaming Cinema", a ground-breaking
exhibition of film, animation and multimedia works created specifically for the
Internet. "Streaming Cinema" will be part of this year's PFWC, to be held from
April 27th through May 7th, 2000. The "Streaming Cinema" Program will be
simulcast on The Bit Screen website (www.thebitscreen.com) while being screened
at the Philadelphia Festival of World Cinema.

The Not Still Art Festival 2000 will present two screenings and "MAY DAY, MAY
DAY", a tour de force media performance event, during its day long media
marathon on Saturday April 29th., at the Micro Museum in Brooklyn. "MAY DAY,
MAY DAY", performed at 7 p.m., two days before the first of May, presents
media, music and dance based on the pagan and political significance of this
day. Four ensembles of performers include, media artists: Nick Fortunato,
Carol Goss, William Laziza, Walter Wright; dancers: Vanessa Bley, Kathleen
Laziza; musicians: Curtis Bahn, Dan Trueman, Maria Moran.
"Not Still Art", termed "irreverent, annoying, and downright pre-cognitive" by
artistic director, Carol Goss, kicks off with the "Paik-Abe Screening" at 2 p.m.
and the "Not Still Art International Screening 2000" at 3 p.m. The "Paik-Abe
Screening" celebrates the early analog video synthesizer designed by Nam June
Paik and Shuya Abe, considered one of the pre-eminent colorizers by pioneer
video artists. Jud Yalkut's early film and video documentation of Nam June's
use of the synthesizer at WNET will be screened as well as pieces created in the
1970s by other artists. A paper on the history of the Paik- Abe by George
Fifield, media curator of the DeCordova Museum and Director of the Cyberarts
Festival in Boston, will be presented. The fifth annual "Not Still Art
International Screening" will include work from a Moscow collective in addition
to computer animation and video work from an international Call for Entries.
Last year's Not Still Art Festival in Boston was deemed a "big hit" by the
Independent Film and Video Magazine. The day-long festival, which is held in a
different city each year, provides a forum for artists working in abstract and
non-narrative electronic motion imaging, music and sound design. This years
festival is hosted by the Micro Museum, 123 Smith St., Brooklyn, (the Bergen
St. Station on the F Train) from 2 p.m. till 10:30 p.m. on Saturday April 29th.
A day-pass is $15. Seating is limited, please call for a reservation (718)
797-3116. The audience is recommended to adjourn to nearby Moroccan restaurants
for dinner, prior to the "MAY DAY, MAY DAY" live performance at 7 p.m. For more

Art entries. Introductory information
The invitation for entries has been introduced for the fourth trade fair for
computer-assisted art and interdisciplinary media projects in dresden that will
be taking place from October 19 until November 26, 2000. The media art festival
provides artists from all over the world with a podium for presentation and
interchange. Current internet projects, computer-assisted installations,
performances, film porductions, graphics and sound projects may be handed in
until April 30, 2000.
The latest COMTEC art '99 festival that was also advertised internationally
presented over 50 projects from all continents. 16.000 visitors had the
opportunity to infor themselves about artistic trends at the COMTEC computer
trade fair and at the Kunst Haus Dresden.
Thirteen additional events that were held at the Kunst Haus Dresden, at the
theatre Schauspielhaus as well as at the centre for media culture Pentacon were
attended by more than 1400 guests. The total of 39 artists scientist from 12
countries including the United States, England, South Korea, Japan, Slowenia,
Hawaii and New Zealand participated in this event in Dresden. The COMTEC art
forms a junction in the communication about and the shared use of the fast
evolution of computers and networks on the basis of a committed collaboration
with the city's varied institutions and companies as well as other partners in
cooperation within the Federal Republic of Germany, e.g., The Centre for Art and
Media in Karlsruhe and the Institute for Research Cmmunication and Barin
Activities in Stuttgart. The symposium with the topic "Neuronal networks, global
networks - end of the hierarchy?" togethre with experiments about computer-
assisted representation and analysis of brain waves opened up traditional art
boundaries in the direction of current developments in science and technology.
This fits with the reputation of Dresden, which is the capital of Saxony, as a
place of high technological production and research as well as being a
historically significant city for art and culture.
Scheduled from October 19 to November 26, 2000 the COMTEC art 2000 will be
presenting new media projects on this basis at the Kunst Haus Dresden and in
other locations. For the first time the European Workshop for Art and Culture in
Hellerau near Dresden will be participating as an organiser of about 15
additional events. I preparation of the festival an international summer course
on the topic "Body-Computer-Interaction" will be held in Hellerau. This year's
COMTEC art symposium with the topic "Art and Media Technology" will be dealing
with cultural, social and political consequences of the digital media expansion.
The department for culture in Dresden, which is the organiser, expects a

The Brown University Department of Music announces a search for a Visiting
Assistant Professor specializing in Computer Music Composition. The term of
this nonrenewable appointment will be two years. We seek a candidate with
demonstrated ability as a college-level teacher and a substantial and promising
body of work as a composer. A Ph.D. or D.M.A. in the field would be preferred;
however, we will consider outstanding A.B.D. candidates as well. Experience in
multimedia composition and production as well as the ability to teach
traditional theory courses will also be considered. The selected candidate will
be expected to teach two courses each semester, participate where appropriate in
undergraduate advising and departmental administration, maintain an active
professional career as a composer, and contribute to the intellectual life of
the department and the University.
The department offers the B.A. degree with tracks for computer music/multimedia
and ethnomusicology in addition to the traditional concentration. We offer the
M.A. in ethnomusicology and composition (including computer music and multimedia
composition) and the Ph.D. in ethnomusicology. Technical resources include the
MacColl Studio for Electronic Music and the University Multimedia Lab. The
Orwig Music Library provides a fine collection of scores, books, and recordings,
as well as research support and listening facilities. Instruction in voice and
orchestral instruments is available. Sponsored ensembles include Orchestra,
Wind Symphony, Chorus, Jazz Band, Javanese Gamelan, Ghanaian Drum Ensemble, and
the Afro-Latin Jazz Ensemble. Numerous chamber ensembles receive coaching every
semester and an active student composers' group presents several concerts a
year. Visits from outside composers, scholars, and performers are a regular
feature of the musical life on campus.
Applications must be received by March 1, 2000 and should include a C.V.,
graduate transcripts, evidence of teaching experience, and three letters of
recommendation. Also please include representative recordings, scores, and/or
multimedia work.

For the eighth time, the Broadcasting company Sùdwestrundfunk and the Center for
Art and Media in Karlsruhe organize an award for the media arts (video, CD-Rom,

PRIX ARS ELECTRONICA OF THE ORF IN UPPER AUSTRIA
Beginning January 1, 2000, computer artists around the world are once again
invited to send their works to Linz to compete for the Golden Nicas, Awards of
Distinction and Honorary Mentions.
DEADLINE: 27 March 2000
The Prix Ars Electronica 2000 is announced internationally in the categories of
.net, Interactive Art, Digital Musics, Computer Animation and Visual Effects,
and throughout Austria with the competition cybergeneration - u19 freestyle
computing. Works will be selected by five juries of international experts. The
awards presentation will take place on September 4, 2000 at the ORF Upper
Austrian Regional Studio. The exhibition Cyberarts 2000 during Ars Electronica
will show a selection of the prize-winning works from all the competition
categories at the O.K Center for Contemporary Art. Subsequent to the festival,
Siemens, donator of the Prix Ars Electronica, will take this exhibition on tour.
During the Ars Electronica Festival, the prize-winners from each category will
present their works in public lectures and discussions. In addition to
presentations at the festival, the Prix Ars Electronica is documented with the
book "Cyberarts 2000" (Springer Verlag Vienna/New York), with videos, CD, CD-ROM
and via Internet. We look forward to your participation in the Prix Ars
Electronica 2000!
