The digitisation of text, sound and moving image archives within libraries is critical to preservation and re-use.

The Media Circus 2001
Media Circus is a gathering of people who create, consume, critique and distribute media content that challenges,
questions, expresses and celebrates our culture, our society and the way we live.
The Media Circus, first held in Melbourne in September 1999, will include a broad group of people to develop networks
and share and exchange information, knowledge, skills and tactics.
Media Circus 2001 will be happening in Melbourne on the 12th, 14th and 15th July. 2001, and will be comprised of
screenings, discussions, forums and exchanges. The days will be packed, but there will be spaces for autonomous
gatherings and networking.

The 2001 Visible Evidence Conference is the ninth in a series of major interdisciplinary conferences on the
representation of (social) reality in documentary film and video.
We would like to invite colleagues to submit abstracts for papers to the panels listed below. Abstracts should
be sent to the panel chair by 29 June. We would also like to invite submissions to the open call. Papers selected
will be grouped into additional panels. Abstracts for the open call should be sent directly to Jane Roscoe
(j.roscoe@mailbox.gu.edu.au) by 29 June.
We are also inviting film-makers and practitioners to submit works for inclusion in our Video Tech. Material submitted

New Technoligies For The Arts And Humanities Conference
This conference aims to explore the implications of the 'new technologies' in terms of both teaching and research and,
crucially, in broader social and ethical terms. The conference will focus not on technical aspects, but on the wider
issues of ethics, gender, cognition, and ideologies and, indeed, theologies of the object in the new virtual world.
Major keynote speakers will present their latest thinking and there will also be workshop sessions led by eminent
specialists on archiving, exhibiting and online teaching.
The conference will provide an opportunity for the sharing of perspectives on the use and the implications of new
technologies in research and teaching in the arts and humanities. It will also be an occasion for active participation
in workshops and the sharing of good practice.
Exhibition of new technologies
An exhibition accompanying the conference will take place at University
College London from 20-22 September. This will enable all conference participants to have hands-on experience of
some successful projects in research, teaching and online exhibiting. The exhibition will also be open to students
and members of the public.

Csaba Toth - History Department, Carlow College, USA
Perhaps no country has a more vibrant sonic underground than Japan. Japananese noise provides a radical deconstruction
of the status of artist, audience, and the music. It is the 'music' of disappearance, a refusal of representation, a refusal of
identity, A closer examination also reveals how histories of industrialized nations relate to one another and precisely what
they have in common. Discussed: Merzbow, Hijo Kaiden, the Incapacitants, Hanatarashi, The Residents, SPK, Einsturzende
Neubaten, TG, i.d., Sensorband, Masonna, Mne-mic, Boris and others.
Csaba Toth is Associate Professor in History at Carlow College, Pittsburgh and a leading commentator on contemporary
noise composition and performance. Toth is also an historian of American utopianism as a transnational social reform movement
and its influence on Japan

Focal Point Gallery in association with Southend, Essex and Suffolk Libraries has commissioned a major new
Internet work from artist, Simon Biggs. The final site will be linked to the to the online catalogues of the partner
Libraries and will be exhibited in the form of a large-scale projection in libraries around Essex during July and August.
With this project Biggs has been given the opportunity to create a site-specific work for a non-physical site. The site
for Babel is an abstract thing...information space and the classification of knowledge that all libraries represent...and
which in turn the Internet, where the project is primarily realised, is. The challenge for Biggs has been to come up with
a metaphor that relates directly to the character of this site. The Dewey Decimal numbering system, used in the
cataloguing of library contents, is that metaphor, visualised in a three dimensional multi-user space that is itself a
metaphor for the infinite nature of information. In Babel the Dewey Decimal numbering system is employed as a means
to navigate the internet itself, the numerical codes mapping onto web-sites that conform with the defined subjects.
Babel exists, in the first instance, as a web-site on the world wide web. Viewers logged onto the site are confronted with
a 3D visualisation of an abstract data space mapped as arrays and grids of Dewey Decimal numbers. As they move their
mouse around their screen they are able to navigate this 3D environment. Further to this, all the viewers are able to see
what all the other viewers, who are simultaneously logged onto the site, are seeing. All the multiple 3D views of the
data-space are then montaged together into a single shared image, where the actions of any one viewer effect what all the
other viewers see. If a large number of viewers are logged on together the information displayed becomes so complex and
dense that it breaks down into a meaningless, if often beautiful, abstract space.
Viewers are also able to navigate specific Dewey Decimal numbers and as they do so a dynamic interface keeps them
informed of web-site addresses that conform with the subjects defined in the numbering system. Viewers can choose to
visit any of these sites with a simple point and click of the mouse, opening the site in a new window.
Babel also exists as a multi-user installation, either indoors as an immersive interactive environment or outdoors as an
architectural projection. In both cases the work remains located in both the physical time and space of the installation site
and also on the internet so that viewers can interact with those who are both physically and telematically present.

Interaction Design Group, Department of Information Systems.
Applications are invited for a PhD scholarship to work on the project 'Enhancing WWW Accessibility for
Single-switch Users'. The Australian Research Council and The Yooralla Society of Victoria jointly fund this scholarship.
The candidate will work with the Yooralla Society of Victoria and the University of Melbourne to understand and resolve
the key barriers to WWW use for disabled people who use 'single switches' rather than mice. Using this understanding
the candidate will develop a set of design principles and a prototype system that enhances WWW access. Many potential
World Wide Web (WWW) users are excluded because they are unable, through disability, to use a mouse or keyboard.
This project attempts to overcome some of these barriers.
Candidates must have a minimum of a 2A honours degree. Preference will be given to graduates of information systems,
psychology, human factors, rehabilitative studies or related fields. Candidates must also be Australian citizens or permanent
residents. Relevant research experience in industry is considered an advantage.

The 21st Edition of VIPER - International Festival for Film Video and New Media - will take place this year
in Basel from October 24th - 28th. Once again the festival center will be along with the Theater Basel cinemas

Again this year VIPER will present innovative and experimental international artistic media productions. At the
center of the festival are artistic strategies which serve to both establish links and to cross borders. International
and Swiss productions of well-known and renowned artists will be included as well as the works of newcomers.

Visual communication is the essential foundation for the design of IT interfaces. The fields of graphic design and
human-computer interaction show that there can be different understandings of this topic. In addition, interacting with
a computer is not just visual, it is also mental and physical interaction, with the conscious interactive participation of
the user a pre-requisite. Yet interfaces often suffer from a lack of user perspective and the development of test and
evaluation methods which capture multi-modality are only just beginning to emerge.
Technological developments lead to new interdisciplinary combinations. However, these developments mainly rely on
traditional disciplines and have yet to develop a truly interdisciplinary foundation. In this special issue we will look at
visual interaction and any article addressing these core concerns will be considered.
Articles may be theoretical, methodological, report on case studies or provide analysis. Topics may be: theories of
interaction, of visual communication and contributions to theories of visual interaction. Also methods for analysis of
visual interaction, design tools and examples of design productions (e.g. designing emotion by using movements) are
welcome. These topics are not exhaustive and we look forward to receiving articles which extend or challenge these
introductory comments.
We anticipate that many papers will be interdisciplinary involving, for example, human-computer interaction, design,
art, media, aesthetics, visual communication, film, computer science, philosophy, technical functionality, techniques
and methodology.
Full articles should be about 4-5,000 words in length, should contain substantial new material and should not have
been published elsewhere. Shorter articles (of around 2,000 words) will be considered where appropriate. Authors are
encouraged to include graphical material. All articles received will be refereed by two international referees.

The Net(s) of Power: Language, Culture and Technology
The powers of the Nets can be construed in many ways - political,
economic, and social. Power can also be construed in terms of
Foucault's "positive power" and Bourdieu's notion of "cultural
capital" - decentered forms of power that encourage "voluntary"
submission, such as English as a _lingua franca_ on the Net.
Similarly, Hofstede's category of "power distance" points to the role
of status in encouraging technology diffusion, as low-status persons
seek to emulate high-status persons. Through these diverse forms of
power, the language(s) and media of the Net may reshape the cultural
assumptions of its globally-distributed users - thus raising the
dangers of "computer-mediated colonisation" ("Disneyfication" - a la
Cees Hamelink).
This biennial conference series aims to provide an international forum
for the presentation and discussion of cutting-edge research on how
diverse cultural attitudes shape the implementation and use of
information and communication technologies (ICT). "Cultural
attitudes" here includes cultural values and communicative preferences
that may be embedded in both the content and form of ICT - thus
threatening to make ICT less the agent of a promised democratic global
village and more an agent of cultural homogenisation and imperialism.
The conference series brings together scholars from around the globe
who provide diverse perspectives, both in terms of the specific
culture(s) they highlight in their presentations and discussions, and
in terms of the discipline(s) through which they approach the
conference theme. The first conference in the series was held in

communication technologies. We seek papers which, taken together, will
help readers, researchers, and practitioners of computer-mediated
communication - especially in the service of "electronic democracy" -
better understand the role of diverse cultural attitudes as hindering
and/or furthering the implementation of global computer communications
systems.

- Impact of information and communication technologies on local and
indigenous languages and cultures.

FIRST CALL FOR PAPERS AND WORKSHOPS
The second European conference of the International Society for Literature
and Science (SLS) will take place at University of Aarhus, Denmark,
May 8-12, 2002.
The conference will gather scholars from human, social, medical, technical
and natural sciences as well as artists, who are interested in inter- and
transdisciplinary approaches and linkages between the study of culture,
literature, visual arts and technoscience, and between science and the arts.
Culture and technoscience used to be regarded as disparate activities and
fields of study that referred to separate spheres of society, and to
different epistemologies, methodologies and practices. But in recent years,
a growing number of scholars from many disciplines have forged transversal
lines and links between the study of culture/literature/visual arts and
technoscience, exploring issues such as for example
* links between fact and fiction
* transversal lines between science and story-telling
* links between cultural imaginaries and scientific practices
* semiotic-material practices
* how metaphors matter and matter performs metaphorically
* intersections and incommensurabilities between visual arts, literature, culture and technoscience
* translations between physical and virtual spaces
* cyborg identities and cyborg bodies
* feminist and postcolonial perspectives in technoscience studies
The conference will be a forum for exchange of ideas between senior and
junior researchers committed to the exploration of such issues and to
experiments with transgression of boundaries between the formerly disparate
fields of culture/literature/visual arts and technoscience. In particular,
the conference will give space to scholars who want to compare notes
cross-nationally and cross-Atlantically.
Many European scholars seem to be committed to the study of the new
interdisciplinary field of culture & technoscience studies without knowing
about the International Society for Literature and Science that originally
was started by US-colleagues. The first European conference of the society,
held in Brussels in April 2000, initiated a much needed cross-Atlantic
dialogue. The idea is that the second conference in May 2002 shall take
this process important steps further.
Proposals for papers and workshops are invited from both senior and junior
scholars from all disciplines who are interested in the links and border
transgressions between the study of culture, literature, visual arts and
technoscience.
Abstracts for papers and workshops (2-300 words) should be sent to
SLS@imv.au.dk before Oct. 1, 2001.

We are looking for artists, musicians who may want to contribute
interactive web sound toys , and texts. We are interested in works that
explore the use of technology to advance audio visual communication. We
define Soundtoys as new audio experiences; and this includes art toys,
games, generative music, interactive environments, shockwave, etcs.
Soundtoys explores multimedia experiments and the parameters of this new
media world. The aim is to push the current definitions and parameters
of new and online interactive music and visually inspired
audio visual systems.
Soundtoys fuses the new relationship between music and interactivity and
allows the audience some control in the perception of the music. This
change in the relationship between the audience and the artist will
radically change our aesthetic perception and attitude to music and
sound. The user is able to choose what they experience.
Soundtoys view is that anyone or anything that can be seen to have a
relationship with the work is regarded as having some authorial position
relative to it. Soundtoys do exist as art, toys, games, generative
music, interactive environments, shockwaves, environments etc.
This invitation is open to artists, digital musicians, artists and
creative programmers and writers. We are looking for artists, musicians
who want to contribute sound toys, and texts. As well as exposure
through this website the work will be promoted worldwide at festivals
and cdrom.

CALL FOR SUBMISSIONS OF STUDENT WORKS FOR 3RD ANNUAL DANCE FOR THE
CAMERA FESTIVAL AND WORKSHOP AT THE UNIVERSITY OF UTAH IN SALT LAKE
CITY.
For the first time, in conjunction with its annual International
Dance for the Camera Festival and Workshop, The University of Utah
Department of Modern Dance is pleased to announce that it will be
accepting for adjudication for screening, student submissions of
original dance works made specifically for the medium of video or
film. Also being accepted are:
... staged works remade for the camera (not a documentation of a performance)
... dance documentaries (productions which include interviews or other
educational elements in addition to choreography)
... work that extends the boundaries of the medium and can exist only
in the realm of video, film, or new technologies.
Applicants must be or have been enrolled in a full time university
undergraduate or graduate degree program when the work was made. All
entries must be received by Wednesday, August 1, 2001 at 5:00 pm.
This year's Festival dates are September 28-30, with the evening of
student works to take place on Sunday, September 30th. Each
submission must include a $10 adjudication fee (payable to the
University of Utah), and a self-addressed stamped envelope for the
return of your tape. Only NTSC VHS or SVHS formats will be accepted.

The Dance for the Camera Festival and Workshop is a two-day,
three-evening intensive with Guest Artist Douglas Rosenberg, Guest

consist of hands-on shooting as well as critical dialog about the
genre. This year the University of Utah is proud to present for the
first time in the United States, DANCE SCREEN ON TOUR, the winners of
this year's preeminent European Dance for the Camera competition,

Dip into cream. cream is an experimental collaboration of writers and
curators in the field of net art. cream will come to you as a bi-weekly
newsletter devoted to theory and criticism concerning art in network
culture. All texts and reviews are kept as short as possible, they are
not introductions to larger texts elsewhere on the net. The idea behind
it is to provide a continuous injection of critical thought into the net
art field, to provoke a more prominent critical and theoretical
discourse around art in net culture and to do this in a way that asks
for discussion rather then that it obstructs a flow of discourse. You
can subscribe to cream, yet the first half year of its appearance cream
will also go to the a few mailing lists: nettime, Rhizome, Syndicate. We

significant new initiative by sponsoring the formation of "ArtSTOR," an
independent not-for-profit organization that will develop, "store," and
distribute electronically digital images and related scholarly materials
for the study of art, architecture, and other fields in the humanities.
ArtSTOR's mission will be to provide access to high quality digital
Images and other relevant materials for teachers, students and scholars at
educational and cultural institutions. The new organization intends to
develop collections of these digital materials and related information
that will be broad and deep enough to meet a range of objectives. ArtSTOR
also aims to reduce costs for participating institutions by eliminating the
