Welcome to ISEA Newsletter #97. As you know, ISEA2004 is fast
approaching, and we are pleased to devote this entire issue to the
extensive and exciting programme of the upcoming symposium, taking place
from August 14 to 22, 2004. We hope to see you there!
The next edition of the ISEA Newsletter will be a very special issue
devoted to the Baltic region, just in time for ISEA2004. If you would
like to guest edit of one of the upcoming issues of the newsletter,
focussed on a specific region or topic, please do not hesitate to
contact ISEA HQ.
++ ISEA @ SIGGRAPH 2004
The Inter-Society for the Electronic Arts (ISEA) will be holding an open
forum at SIGGRAPH 2004 on the future role of ISEA, including information
about ISEA2006 (San Jose), pre-Symposium residency opportunities, the
Pacific Rim Summit, which will accompany the Symposium, and discussion
of ways to maximize participation in the events. All of the electronic
arts community is welcome.

++ ISEA Networking Meeting @ ISEA2004
ISEA will be hosting an informal networking meeting on the Networked
Experience Cruise during ISEA2004. The meeting will be held in the
Carmen Conference Room on level 9 of the Silja Opera Ferry, on August
16, 2004 at 18:00. Representatives from the ISEA Board, ISEA
Headquarters, the ISEA Cultural Diversity Committee and the ISEA
International Advisory Committee will be present. Everyone is welcome to
join us and find out more about ISEA's current and future activities!
++ ISEA GM @ ISEA2004
The ISEA General Meeting for all ISEA members will be held on August 22,
2004 at 12:00 in the Sampo Auditorium of the Lume Media Centre in
Helsinki, Finland. This meeting will also give participants a chance to
evaluate and comment on ISEA2004 and offer suggestions for the future.
At 13:00, following the GM, the Director of ISEA2006, Steve Dietz, will
give a presentation on ISEA2006.

ISEA2004 will present socially, critically and ecologically engaging
work during the up-coming festival week (August 14th-22nd). The
symposium presents leading edge interaction technologies and practices,
highlighting especially the creative applications of wireless and
wearable media and their transformation of the user experience. Key
topics on the agenda are also innovative sound/audiovisual techniques
developed within dj/vj cultures, and the peer-to-peer practices of open
source production and participatory authoring.
In Helsinki and Tallinn, the creative media will be brought to the
streets and to clothing; context sensitive work to museums and
galleries; electronic music, screen-based media and design to concert
and club venues. In addition to the conferences, exhibitions, workshops
and other events on dry land, ISEA2004 cruise takes participants to a
sonic and networked journey while turning the Silja Line cruiser ferry
into a nomadic research laboratory introducing projects that float, dock
and sail.

registration is 1st of August. Due to international ferry regulations,
final passenger lists have to be delivered to the ferry company well

SEA: FLOATING PLATFORM FOR CRITICAL DEBATE & SOCIAL NETWORKING

The most adventurous part of this year's ISEA takes place on the Baltic
sea. The trip on the ferry offers an ideal venue for the shared
experience, participation and exchange of ideas that ISEA2004 promotes.
Networking sessions, thematic dinner tables, poster sessions and
meetings enriched by the experimental, in fact ground-breaking art works
and installations, electronic music and performances accessible to
everyone and everywhere on the ferry, build the very core of the
ISEA2004 cruise.

ASEF: ASIAN NETWORK MEETING
Wide participation for artists and speakers from all continents has been
made possible by substantial contributions received from UNESCO, HIVOS,
and ASEF, for instance. The international support for the event has been
encouraging. This year's programme will be a truly multicultural and
inspiring mix, brought to you by over 150 local and international
artists, musicians and more than 200 speakers.
Furthermore, UNESCO will grant this year's DIGITAL ARTS AWARD to an
artist or artists presenting work as part of the ISEA2004 programme. The
award will be delivered on 20 August 2004 in Helsinki. For more

international jury committee of five members was recently appointed by
the Director General of UNESCO to select the awarded work.

TAL: WEARABLE EXPERIENCE
________________________
The conference on the Wearable Experience in Tallinn will be held at the
cinema Kosmos and at the Estonian Academy of Arts. The exhibition with
the same theme is a city wide event, showing in most major art venues.
Coordinated by Center for Contemporary Arts <http://www.cca.ee>, the
exhibitions will be showing at the Exhibition Hall in Rotermann Salt
Storage, at Estonian Museum of Applied Art and Design, at Tallinn Art
Hall and Art Hall Gallery, at City Gallery and the Estonian Arts
Academy's Gallery. Beside the usual art venues, works are installed at
the Viru shopping centre as well as in Tallinna Kaubamaja, where the
works will be seen by unsuspecting audiences. Most exhibitions last
until the end of August, some till September 19th. An attractive
extention to the exhibitions, the ISEA2004 Fashion Show presents a mix
of conceptual electronic art and distinctive clothing with incorporated
illumination, sound, wires, sensors and cameras.

HEL: WIRELESS EXPERIENCE
________________________
Media Centre Lume <http://www.lume.fi> is the main venue with six
simultaneous streams to choose from for the ISEA2004 conference in
Helsinki. In addition to the conference, Contemporary Art Museum Kiasma
<http://www.kiasma.fi> holds a major ISEA2004 exhibition that attracts
visitors over two months until October 24th. Kiasma Theatre is also
running ISEA2004 programme. A series of workshops and residencies have
been developed to ensure sustainability, and opportunities for longer
term exchange. Youth and children's workshops are hosted by artists from
the Nordic region, UK, and South Africa, reaching out to the next
generation of media makers. Concerts take place at the Sibelius Academy.
Muu Gallery and U Gallery open their respective ISEA2004 exhibitions
while Ursa Observatory, Heureka Science Centre and nearby islands will
host additional ISEA2004 projects.

TOP ARTISTS SPIN THE HOUSE
Collaboration between Montreal-based MUTEK festival on electronic arts
brings AKUFEN, CRACKHOUSE, SKOLTZ_KOLGEN and DEADBEAT to ISEA2004. On
the ferry, Akufen will play 'Music for Pregnancy' - a work that thrilled
crowds at Tate Modern some time ago <http://www.isea2004.net/mutek>. One
of the world's leading VJs, CHARLES KRIEL (UK), has promised to drop
dance-floor bombs and introduce the latest VJ technologies during his
house act <http://www.isea2004.net/kriel>.
FELIX KUBIN ('refreshingly perverse', the Wire), the German-born pioneer
of electro-acoustic music and electronic pop, takes over the Riviera
deck <http://www.isea2004.net/kubin>. The pool party continues with the
underwater soundscapes created by 2Linja. The Finnish-British band ROGER
will add elegance and insight to Northern electronica while mixing in
with the FUCHS-ECKERMAN collective's bewildering FutureDJ project, thus
creating a DJ set of the future <http://www.isea2004.net/roger>. Aboard
the ferry, you also get to experience screenings of interactive films,
installations such as the locative sound installation 'Float' by TUOMO
TAMMENPƒe„Ä (FI) and TAMAS SZAKAL (HU) that will turn the ship's route

BALTIC ACTS ROCK THE BOAT
Along with international artists, local Nordic and Baltic acts are
featured in the cruise programme. The highlights of the club & concert
programme include awesome performances by JORI HULKKONEN (FI);
JEAN-LOUIS HUHTA (SWE); PINK TWINS (FI); SAM & GIGI (FI); DJ BORZIN
(FI); ANDREAS TILLANDER, ARASH MOORI & STEFAN LEWANDOWSKI (UK/SWE);
AMFIBIO (FI); NICKY SANGIAMO (FI) and FYLKINGEN (SWE). Founded in 1933,
Fylkingen society for new music and intermedia art was organising
electro-acoustic concerts in Sweden already back in the early 1950s

NINE2FIVE recordings present in collaboration with CARHARTT some of the
most interesting new talents coming from the Finnish capital: LBJ,
INFEKTO, HETIKOHTA and THE EXECUTIVES. Nordic players have joined forces
to bring excellent music in a true Scandinavian style aboard the ferry,
and some surprises in Mariehamn. In addition, RX:TX line-up presents
extraordinary talent from Russia, Slovenia and the UK, including RANDOM
LOGIC (SI), OCTEX (SI) and SCANNER (UK) from the Slovenian independent
label RX:TX.
LEADING MEDIA-LABS PRESENT THEIR INNOVATIONS
During the Baltic cruise and at the conferences in Tallinn and
Helsinki, leading media labs from all over the world present their
innovations, future products and interdisciplinary projects. KELLY
DOBSON (MIT media lab, USA) brings her MACHINE THERAPY session to the
ferry's gym <http://www.isea2004.net/dobson>; THE SARAI MEDIA LAB (IND)
introduces its innovative research and creative projects in urban
culture and new media, and one of its initiators SHUDDHABRATA SENGUPTA
is a keynote speaker in Helsinki<http://www.isea2004.net/sarai>.
KATHERINE MORIWAKI (USA) presents proposals, prototypes and specific
outcomes of her research examining wearable technologies, fashion,
emerging communication infrastructures, networks and the body in Tallinn
<http://www.isea2004.net/moriwaki>. LOCATIVE MEDIA LAB (CA) comes to
Helsinki with their location-based media installation Trans-Cultural
Mapping as part of the ISEA2004 wireless experience. MAKROLAB (SLO) will
host 8 artists and biologists researching the climate, weather and
telecommunication in a mobile laboratory, which this time finds its
place on a small island in front of Helsinki

STORYMUPE is a mobile storytelling application created and developed for
ISEA2004 by NOKIA Research Center and HIIT Mobile Content Communities
research project. Cruise participants can join the game by using java
clients in their mobiles, SMS, web or camera phones. LEON CMIELEWSKI and
JOSEPHINE STARRS (AU), world-famous for their animations, bring their
interactive Floating Territories game aboard the ferry. Cruise
participants get to build tribal allegiances and reflect their own
migration history.

Japanese Mobile Phone Culture and Urban Life
The mobile phone has already become a critical part of culture and
economy in Japan. With its instant connectivity and multiple layers of
communication (talking, exchanging email/photo/video, browsing the
Internet) mobile phone met the demand of urban life in which senses of
being connected and being private need to coexist in a sophisticated
manner. Supported by the nation-wide trend of urbanism, all sorts of
applications for digital, audiovisual, home security, robots, and other
equipment are now migrating onto mobile phones, further changing the
society.

Michel Maffesoli is Professor at the University of La Sorbonne. He is
also the director of "Sociétés", a scholarly journal in the humanities
and social sciences, and director of the Centre d'Etudes sur l'Actuel et
le Quotidien (CEAQ) and Secretary general of the Centre de Recherche sur
l'Imaginaire (Maison des Sciences de l'Homme). His book La
Transfiguration du Politique obtained the Grand Prix des Sciences
Humaines of the Académie Française in 1992. His publications in English
include:

The Remains of Tomorrows Past: Speculations on the Antiquity of New
Media Practice in South Asia
This presentation will offer forays into enquiries and speculations
about the possibility of constructing alternative, non-transatlantic
histories of 'new' media practice, by situating 'new media' and
practices of information in the context of the nineteenth century, by
tracing continuities in terms of ways of communicating on to the present
reality of South Asia, and by searching for compasses that can enable a
truly global map of different new media practices and forms.

Pockets of Plenty: An Archaeology of Mobile Media
Media experiences have often been associated with fixed locations. From
nineteenth century panoramas to 20th century movie theatres, moving
images have been displayed in dedicated public venues. Media experiences
also developed within the home, from looking at stereoscopic photographs
and listening to phonograph records to talking on the telephone,
watching the television, listening to stereophonic music and eventually
surfing on the Internet with the desktop computer. In recent decades,
media experiences have begun to "break out" from fixed locations, taking
place in all kinds of intermediate spaces. The media move with the
people wherever they go, turning into extensions of their bodies
(McLuhan). Mobile phones, pagers, personal digital assistants, MP3
players and pocket game consoles are changing the ways we conceive
communication, mobility, social space and the formation of identity.
These developments are seen as the "Newest of the New", a veritable
break with the past. But is it really so? Are there any qualifications
to make? This paper performs a "media archaeological" excavation into
the origins and early stages of mobile media, to test the validity of
such an idea. Does the emergence of mobile media represent a real
cultural rupture? Is it possible to identify continuities between the
current mobile media forms, and earlier developments? This paper
analyzes a variety of phenomena from 19th century predictions of
communication, the flip book craze, the breakthrough of amateur
photography and the introduction of portable radio and television sets
to the launchings of the Walkman and the iPod to explain the cultural
and evolutionary logic behind mobile media. Instead of concentrating
merely on the devices themselves, the paper investigates their
(imaginary and real) uses and the discourses that have accompanied and
influenced their development.

Wendy Hui Kyong Chun is an assistant professor of Modern Culture and
Media at Brown University. She has studied both Systems Design
Engineering and English Literature, which she combines and mutates in
her current work on digital media. She is currently completing a
manuscript on the crisis of disciplinary and regulatory power brought
about by high-speed telecommunications networks, entitled _Control and
Freedom: Power and Paranoia in the Age of Fiber Optics (forthcoming MIT
2005); co-editing a collection with Thomas Keenan on the archaeology of
multi-media, entitled _New Media, Old Media_ (forthcoming Routledge
2005); and starting a new project on the relationship between race and
code. She has been a fellow at the Radcliffe Institute for Advanced
Study and has been awarded a Henry Merritt Wriston fellowship at Brown.

The identity politics of mobility and design culture
The social history of the mobile phone has often been told in terms of
the changing cultures of early adopters, and recent research tends to
focus on normative social behaviours such as texting. This talk will
question the standard mass media and industry portrayals of mobility and
mobile culture by focusing on a collaborative project between the INCITE
research centre, a shelter for homeless mothers, and a small design
company.
She is Director of the Incubator for Critical Inquiry into Technology
and Ethnography. (INCITE) research centre in the Department of
Sociology, University of Surrey. Her previous research projects include
studies of internet cafes, women's discussions lists and the use of
ethnography by new technology designers. Along with colleagues at INCITE
she is interested in the ways in which collaborations can be forged
between ethnographers and those from other disciplines, such as
engineering, computer science and art/design. She is currently working
on an Intel-funded project studying the 73 bus route in London as a way
to understand place and consumption of new technology.

Matthew Fuller, author of "Behind the Blip: essays on the culture of
software" will talk about the recent surge of interest in the
reinvention of software in political, social and and cultural terms.
Matthew Fuller is Reader in Media Design at the Piet Zwart Institute,
Rotterdam (see http://pzwart.wdka.hro.nl/). He is author of 'Behind the
Blip, essays in the culture of software', (Autonomedia) and of the
forthcoming 'Media Ecologies, materialist energies in art and
technoculture' (MIT Press).
The anti-disciplinary work of art makes a strange coupling with the
rule-bound world of software. But because art is built upon the promise
of destruction, irrelevance, sensual pleasure, proud stupidity as well
as a certain kind of overcooked or brilliantly raw intelligence it
provides a perfect foil for the logical monotony of computation.
Software, and progress through technology is one of the presiding myths
of the day, of electronic art as much as of business, thus, its
reinvention by numerous currents, with their own pecadilloes, twists and
forms of knowledge is both a way to test and challenge normalised life
and to insist on the capacity to experiment and invent.
